Speed up smerge-refine-regions by avoiding fsync

* lisp/vc/smerge-mode.el (smerge-refine-regions): Bind
write-region-inhibit-fsync to t.  This was reported in
https://github.com/magit/magit/pull/2834 to give a noticable speedup.
